I am actually a former recruiter of 6 years but I've also been a job seeker many times. You are correct when you say that things are changing, but you can still be successful with your job search if you look in the right places.
Here's what I suggest:
1. LinkedIn - Fabulous place to network with professionals and post your resume. Many employers are searching for new candidates this way. I personally receive emails once/month inquiring about my interest in an open position. It pays to be connected!
2. Post resume online - Monster.com & CareerBuilder.com are still the top 2 sites. I have received interviews and been offered jobs numerous times from Monster.com.
3. Apply for jobs on the company website -- This actually still works. It's worked for me and for friends very recently.
4. Network -- The more people you know or can get introduced to, the better off you are.
Don't forget to research the company in advance and be prepared with as much knowledge as possible for the interview.
Lastly, think about what it is that you have to offer that will make you stand out above the crowd.

I guess companies like to hire ‘in-house’ more often, which is why the best jobs may not be heard of outside the company.
My tips for finding a job these days would be:
1) If you have a passion then see if you can devote a little free time to that organization. That is how you are noticed.
2) Get yourself on line with a blog or a website and promote your talents and passions to the world. Having an online resume could get you noticed.
3) Write to companies or fields that you are interested in for advice, vacancies or volunteering opportunities.
4) Start your own business! That's the final route I took and I am so glad I did!

After signing in with your Twitter account, you can finish a very small portion of your profile. Look under "Job Seekers" and type in the keyword and location. Then press search and you are on your way.
